Humans can go there - success or failure depends on their abilites. But it's tough. It's hard to get to. The inhabitants usually have many masteries. When you feel confident you can beat 10w12 (+mods), then go replace Orlanth with yourself.

Making a change in the Godsworld is re-writing the basic code of Glorantha. You'll notice that even the Red Moon was only able to prove her "right" to be a Goddess - She didn't "win" her long-standing feud with Orlanth and defeat or replace him as Deity of the Middle Air.
