Well, leaving aside the fan publications, River of Cradles mentions a hidden newtling village with adults and tadpoles outside of Corflu.
But, on the other hand, if Newtlings can normally only breed outside Handra, that would make Alison's heroquest to create a nest/village/breeding community in the Zola Fel a lot more interesting (and visionary for His Reverence) [and difficult].
By the way, why exactly do the bachelor newtlings make the (long, dry) trip across Prax to the River of Cradles? There must be more welcoming rivers in the area.
