On the mythic level, there are similarities here to Dave Dunham's myth of how Vinga proved herself to be Orlanth's daughter. That's rather too small-scale to be turned into a full campaign, but could be a useful parallel for inspiration.

On the (slightly more) mundane level, it looks as if at least one of the Argraths was brought up in Pavis by foster parents, then returned to Sartar to claim his birthright. (Which one, which foster parents, which real parents, and to what extent he was a lying usurper and regicide by proxy is a matter for extensive debate, but probably not here!) That could be a useful model for you - quite possibly your PC is "the" Argrath.

Or if you like that idea but want to play in 1620s Glorantha, not a few decades earlier, Garrath Sharpsword won the Garhound Contest as a teenager, and presumably fathered children. In the early 1620s, they'll be young adults, brought up in Garhound, but with an absent (and famous) father. That gives you a documented setting to start off in, if you'd like more of the background work done for you.

Your idea of a hostage brought up in the Lunar Empire, or in Tarsh, sounds like it would give you far more flexibility, of course. And if he's a Lunar, moving him around is easy - put him in the army!
