Of course, he hasn't promised that the GodLearner Secret (either the first one, that gave them such power and control, or the Forbidden Secret, that summoned up the Gift Carriers) would be identified or recognizable when you read it.
For example, it might be in the ravings of a madman in a small Vignettes on Glorantha section, buried between equally bizarre statements about the sexual proclivities of the last Dark Emperor (eg, only with green-haired humans!) and the plans of a local baron to expand his tilting field to allow wider steeds (ie, tricerops riders, imported from Youf).
After all, just like answering whether Mahasamatman was or wasn't a god, actually answering the Questions of the Secrets could not be particularly useful. Silence, however, would.
