No it's not an empty threat. A heortling warrior will be shamed badly if he has to strike a weaponless opponent, especially a woman. And attacking a priestess of Chalana Arroy is a sure way to get CA miffed at yourself, and that is not something a warrior want's to do!

The White Ladies of Chalana have immunity, they are not attacked. The Chalanan in the example seems to be saying "if you attack him, you will have to attack me", and quite propably they are much less ready to do that.
