Hmm... I honestly don't see it that way. Vinga is a woman, so why shouldn't she dress like one? The red hair is a symbol of Vinga, something done in honor of her. It's no different then men spiking their hair with lime, wearing stormrune tattoos or painting their face with voad.

The worshippers want to emulate their goddess/god

This, I have to agree with, somewhat. I'm sure the above describes just some Vingan traditions. There are Vingan mercenaries, and Vingan warleaders, I'm sure.
