She is both a woman and a warrior. Why should she stop being a woman, just because she's a warrior? Vinga's followers are female warriors that don't take on a man's role, but stay women. Tomboys they are, but still definitely women.
Leggings and a short dress is quite handy, I understand.
Personally I'm quite fond of the Vingans, and my players don't seem to regard them as any kind of second-rate warriors either.
