It's on the World of Glorantha list where the query first appeared.

Apart from a rather unclear distinction between virtuous and unvirtous the relevant bit is:
"However, clans and people that converted to the Lunar Way were not blessed by Voria's return. Their animals are dead, their grain unplanted, and their buildings shattered by the cold. Most survivors simply flee for the safety of their temples, and from there slip into the Empire and out of the story. A few clans may try to hold their territory. Enemies will not leave them be for long, of course, but perhaps they can be convinced of the error of their ways."

Yeah right, Lunar supporting clans are going to collapse and disappear following a marginal military victory and a HQ which breaks the Fimblewinter for the rebel clans.

I'm not even convinced this happens after the Dragonrise, it's far more likely clans switch back and forth until Argrath manages to light the Flame of Sartar when all recognise him as the rightful King.
