I gathered most of what was available and put it on the Whitewall wiki. Basically you've got an assortment of regiments with internal structures depending on where in the empire they come from (details in ILH1). Then you have a warlord (Tatius) appointed by the Emperor and under him a large assortment of appointees with responsibility for vexellia, groups of regiments, places or backup functions.

Which particular regiments should be up to the narrator and players - if someone wants to be a Rinliddi Avilry rider then a regiment of them is at WW (Goddess knows what for!). Same with the appointees.

I keep meaning to start writing an introductory scenario based on the PCs being young officers taking up their new posts with various regiments in Sartar. Later moving on to Whitewall etc. Just got to write up some NPCs and then find some players.
