Absence from a map doesn't necessarily mean absence from topography.

But either way, someone must have founded Casino Town. Probably one of the Ingareens (God Forgot Brithini), and just as probably on a site sacred to Asrelia (one of the few deities in RQ Gods of Glorantha who featured the Luck Rune) as Esrola.

A site on her left arm - might be a piece of jewellery, the hem of her sleeve, or anything similar which might be drawn into a context of contests, betting or gambling, or rewards thereof.

In the mundane world, a place where magic exchanges can be performed, and where riches can be won or lost. Perhaps following a Godtime event or even a divine custom to get here and gamble.

The founder of Casino Town must have known about the properties of the place, and he must have found a way to make a profit from visitors testing their luck.

It might have been a God Learner research outpost to study heroic magic of the locals later kept running by the Ingareen Talars.
