Rules-wise HQ is fine, and HQ2 even better.
HQ2 has sections on power levels, super powers, thematic unity, power-specific limitations, and psychic talents. These are all guidelines or advice for the Narrator.
Frex, on power-specific limitations, "As with any flaw, make sure that the brunt of the disadvantage falls on the player and his character, not on the group as a whole."
