That's a great point about the challenge level. So they're will be ways to increase skills( or whatever they are called in Heroquest)? Will there be a cap on skills?

Yes.

Don't get confused by the fact that the stories don't slowly become pushovers as the characters get more powerful. Which is how D&D works too -- 10th level characters don't fight 2nd level monsters.
