Truly Lunar cults will be associated with the Moon Rune and one or two other runes. Lunar cults can combine otherwise incompatible runes (such as Life and Death). However, there are no Lunar Air Rune cults.

Vrimak is definitely the Fire Rune and maybe Mastery and maybe something else. The Vrimak cults will have a heavy emphasis on the Fire Rune, although I think the Quail Goddess would have Earth.

Most birds are associated with the Fire Rune. A few are associated with Air or Earth.
