The odds are 15 to 10, simpified to 1.5 to 1. Now, that's not taking Criticals or Fumbles into account, just simple "making the roll". There's a 4.75.% chance that the 10 will roll a critical and the 15 won't, even though it made it's roll.

It's ~45% better, not 25%.
