That would be the Leaden Cross Heroquest, which gives the Quester a small leaden cross with the ability to prevent resurrections in its vicinity. This was in one or more of the early "Plunder" articles by Rudy Kraft, and a version of the quest was out on the web, but appears to have disappeared from my ken, at least.
This was supposedly once common among the Carmanian Humakti, but is (3rd Age) currently forbidden by the Humakt cult. Among its problems was that it involved slaughtering healers who had resurrected the wrong (by some criteria not explained) people, which can cause problems for the rest of the cult of Humakt.
Given that the Humakti at the Seven Arrows of Light were mostly Carmanians, and thus at least familiar with this Quest, this probably will not be enough. As an alternative, arrange multiple methods of killing the YT cultist, and see if he can handle two or three self-resurrections in the space of a couple minutes. Or, arrange something to break the YT quester's identification with his god, and snuff him that way.
