Yes. But!!! Mastery allows a bump. If you have 2W3 and roll a Fumble you "bump" it once for each master you have in excess of your opponent until you hit Critical, then you bump the opponent toward failure. If your opponent had no masteries you would do 3 bumps from Fumble to Failier to Success to Critical. If they had 1 mastery you would bump two, a Success ... etc.

When you get the book read the "Pass/Fail Cycle" to get a better understanding of this. If you want a more stated system there is no reason not to... what every works. LOL

This is handled under the Credibility Test. As you said, that isn't credible that she would be all that weak, so you set her higher. One of the reasons for this is that you can run this story with a bunch of kids from the village or a group of Lightbringer Runelords and all you need the info you have. No "tweaking" as the difficulty is set by the narrator at the time of the game and modified by the Pass/Fail cycle.
