You are right. I should not have described their relationship as a pact/deal. But they do have relationships, however uncordial, and Waha shamans can call on their help in times of tribal emergency. The Good Canal is clearly subservient to Waha, which is really what I meant. Based on the cult description in Drastic darkness I would desrcribe the compromise between Dark Eater and Waha as a pact even if it is based on brute force. The Khans do have quests that enable them to master the elemental demons.
