IIRC Blackmoor is more an example of the old story of sibling rivalry.
His sister Leika became Queen of the Colymar. Blackmoor envied her position, but could not get enough support to replace her so he joined the Seven Mothers to gain lunar support. Then he was either appointed as a puppet by the lunars, or elected by the Colymar because doing so gave them relief from punitive measures taken from Starbrow's rebellion. After election he purged the tribe (Taraling clan)of his sisters followers.

Maybe Lieka was the favorite child and Blackmoor resented being spurned by their parents in her favor, nursing a hatred that would lead him to any lengths to finally eclipse her.
Lieka went into Heortland, but I'm sue her name is still whispered among the Colymar as a symbol of hope for both liberation and justice...
