Huh so killing one person and his family will start a rebellion but sprinkling in a few atrocities will not.

Well if plausible deniabilty is at stake how about.

 if we find any Orlanth worshippers in your tribe....

A large band of Gargathi will descend on your stead and kill everyone.

or

A mysterious enemy Hero will appear in the middle of the next heroquest you are participating in.

or

We will send a demon to drag you and family of to a nice cosy Lunar hell. Here is witness that saw just such a thing after Starbrows rebellion. Bring in your Lhankor Mhy guy and see if he is telling the truth.
