But the Tarshites don't free themselves from the Empire. They are devout supporters of the Lunar Way. Tarsh only becomes "liberated" when a civil war breaks out between two _lunar_ factions, and Argrath _supports_ one of them.

The "Heartland Boys" are quite happy to kill as many Sartarites as they can. They're in Sartar for military glory and loot. There's very little handwringing about the ethics of the Lunar conquest in Sartar (spaced-out university students notwithstanding) as the conquest of the Orlanthi is widely seen as a Good Thing.
