Why should they mount a determined military pursuit, though? I think many Lunars will believe there's no point going to all that effort just to chase down a few hundred refugees. Face it, the Dundealos are beaten! Their whole tribe couldn't stand against the Lunar forces, so how much effort is it really worth to track down a few cowardly survivors? A major part of their warriors must have died in the rebellion. They're no threat to the might of the Empire! (Of course, that doesn't take destiny, drama and HEROES into account <smile>).

I think Fazzur has bigger things to deal with than hunting down a few refugees. Like the invasion of Heortland.

It doesn't mean that letting the Dundealos go won't turn out to be a mistake in the long run. But I don't think the powers that be would see it as a huge priority. By killing, executing or enslaving two-thirds of the tribe they would feel that they've done enough to show the ones who ran away that any further rebellion is pointless.
Besides, it's not like any of the Sartarites who've fled to Pavis/Prax since the conquest of 1602 have ever turned out to be much of a threat. Why should this lot be any different? (To answer myself: IMG, because my players' heroes are there! <grin>)
