Presumably a large group fled to the Poljoni, but by no means all of them.

Not all of those who stayed would be committed to the Lunar Way. Most would be paying as much lip service as possible. No doubt this would have led to further deaths and enslavement during the period 1618 to 1621 as some of these were flushed out.

It's also possible that amongst the refugees heading to Poljoni lands would be some Lunar sympathisers/spies (using the confusion to get themselves well placed to report on Poljoni activies). There might be some with refugees heading elsewhere as well.
