To turn this around, what about the player characters - in this case doing an Orlanth heroquest?

Are they among the 'new people' who follow Orlanth?

Do some of them take the part of Orlanth and his follower gods - masks of the deities with most/some of the original personality underneath, similar to what happens in heroforming?

or

Are all of the participants fully themselves, with one bearing the regalia of Orlanth, attempting to act as the WindLord does after extensive training and preparation?

A core issue!

The hills of Largertarn
Midst the storms of Ohorlanth
Are two silver horns,
Two breasts childing,
Two steads of lightning.

Midst the gales of Valind
They are two rusted swords,
Twin waves of darkness,
Twin pillars of ice.
