Connection, family, nice teeth and proper grooming are as important or more in the Lunar army. There are modern and ancient examples. The Roman soldier won many battles despite the senatorial class legates and consuls who led them and the practice of purchasing a commission based on wealth and rank (as practiced so disasterously by the British for several centuries) is probably just the sort of practice that the lunars would employ -- its effectively a tax on the ambitious.

Of course, not all areas are lucky enough to be governed by a mensch like Fazzur Wideread. Its fortunate that Tatius had him removed through his family connections. Fazzur took a long term view and he was of the same culture (more or less) as the Heortlings. He knew how they thought and how to deestroy their resistance. Tatius, a Dara Happan, has little clue as how to apply the right amount and TYPE of stick and carrot. And then it all goes boom....
