No. Not IMO.
Warning: this is a catholic opinion, but I don't mean to start a religious debate on this list.
Contingency matters.
If you steal an apple because you want to sell it, you are a thief. If you steal an apple because you are very hungry and have no other means to stay alive, you are rightfully (not by Italian laws, but by moral laws) behaving.
If you eat a person because you are Hannibal, you are a murderous
monster who must be internated.
If you eat a dead body, because you are lost on the Andes and you are
starving and freezing, you are simply surviving.
