That isn't that suprising - a brief look at the histroy of settlement here in the UK reveals settlements are often built on top of old ones by successive waves of occupiers.

My working model has always had influences of Celtic hill-forts and Viking settlements like Hedby, Birka and Jorvik. The Riskland campaign setting had a Orlanthi town which followed the Viking model as well. In brief summary - buildings in town are similar to buildings in a rural 'stead' though smaller, and more closely packed together though surrounded by a garden (and in Jorvik there is evidence for cellars from around 975)

The forts marked on the DP map are IMG of the hill fort/Jorvik model. For cities we only have Boldhome and Jonstown (thanks Ingo - got my copy of HoW) as models so far. I'm comfortable with a slighty more advanced architectural/building technology here reflecting a Sartar, Heortland or even Lunar influence. The federation capitals are most likely to be more sophisticated. But buildings should still be mostly wattle & daub or wooden (stone is for **expensive** buildings only). IMO Townhouse style would still reflect the longhouse.
As an example of this I would surmise that the inn where present is a Sartar (through Geo) and Lunar insitution. IMO Heortlings prefer to stay with kin (or even in a guildhouse) if they could.
