"DIR only" is an annotation from Greg's playtests of potential RQ successor systems in the early nineties (pre-HW), AFAIK -- it means that these are non-player-character, "director-only" clans, and that no PCs should come from them.
A Director is what we'd now call a Narrator and used to call a Game Master, in case that isn't obvious. (When we wore short trousers, we'd call them Dungeon Masters).
