If the boats have the same rquirement for trained/specialist crew, then a small boat will cost as much as a big one for upkeep/training. Thus as far as the Navy is concerned, big boats are preferable as they use about the same crew. OF course, any sort of marine or rapid deployment would like SMALL ships to redeploy and raid with.

This is a design philosophy struggle that can be seen in a few places out in the Real World (tm)
