Whyever not? Sounds like good clean fun to me. The real problem for Moonboats operating in Dragon Pass is going to be magical hostility from Storm worshippers (Cloud Call, Thunderbolt, Lightning Spear, Wind control magic), far more dangerous than the variable strength of moonlight, IMO.
