tribal ownership of land

Howdy,

I've got a quick question about Heortling (Sartari) tribes owning land: how unorthodox is this?

I've been working on the pre-disbanded Kultain tribe, and one thing I added was a pre-Dragonkill hillfort that is owned by none of the clans, but instead is directly ruled by the king and tribal ring. A "tribal tula" a bit like DC(USA) or ACT(Oz). This is where the tribal ring and moots meet, some tribal shrines are here (the one to Kultain himself in particular), and so on. Each clan has some buildings here, there are a few specialists, but normally it is not very heavily populated, although in time of war it becomes a pretty popular place.

How kosher is this? Does anyone feel like using a 2x4 to show me the error of my ways, or does this fall under the umbrella of "all only means 85%".
