Sounds like a "ritual city". While I won't deign to speak for the Heortlings (at this particular moment, even though Vinga really is Orlanth's older sister, no matter what anybody else might claim), the idea of the "ritual city" has been popular among some archaeologists, although I'm not quite convinced that any such thing actually specifically existed as it is often presented.

Given the perversity of the Orlanthi, I would say that (it's a new moment, now I will speak for them) they might go so far as to prohibit actually *living* in the city on a permanent or long-term basis. That is, while the moot is not actually meeting or a great High Holy Day or Heroquest is not being conducted, it would be essentially deserted and tabu. Thus, before it is used, it would be descended upon by a host of ordinary folk hell-bent upon cleaning it up for the dignitaries. Essentially, it would be an enormous fairground.

Of course, given the perversity of the Orlanthi, I would also say that they would have built a parallel settlement that is technically not within or part of the Ritual City. However, just to annoy everybody, they insist that the inhabitants can only live there a fixed number of years, and each clan takes it in rotation as to who lives there. This parallel settlement is full of the people who have to maintain the Ritual City and the people tho have to maintain the parallel settlement.

Then, the Orlanthi can get together just to have arguments over whether or not the maintainance of the Ritual City is being done fairly.

"It is YOUR turn to rebuild fallen triliths!" "But they fell the last week of the year that YOUR clan was watching things!"

You realize, of course, that this statement is also an Orlanthi statement. Thus, it is actually sigma(0.85)x-->Infinity.
