Just to add to Ian Cooper's nice comments on this point, remember that not only are many of the Tarshites proseletysing missionaries of the lunar faith, the Kingdom of Tarsh as a whole has very clear imperial designs on DP. (And, indeed, Ironfist is technically a vassal of the Tarshite Crown). Many of those 'lunar' soldiers, traders, missionaries and adventurers encountered in Sartar will actually be Tarshites - and they will understand your Sartari heroes rather better than the soft, anal-compulsive solar Dara Happans, they'll know their ways, be able to quote (and twist) their laws, they'll know how to fight in the hills and the woods as warriors rather than just as disciplined soldiers in formation. In many ways, the Tarshites will be among the most formidable antagonists facing Sartari heroes. Ask yourself this - who, ultimately, came closest to subduing Dragon Pass - Fazzur or Tatius?
