I'm sure I saw three books mentioned on the Issaries site pretentacles. I thought it was always the plan to have multiple books (each covering ~5 years) although the original plan was to do loads of "phase 1" books for all the cultures before moving on to the phase 2 books - but that was back when the Lunar book was going to be the second supplement...
