IIRC, Sandy Peterson used to claim that one of the reasons that people go to Dorastor and deal with Ralzakark is that he is a survivor from pre-history and so is able to provide information not available from elsewhere (or at least, only from equally scary and dangerous sources - Mistress Race Trolls living in the bowls of the Castle of Lead, Cragspider, Dwarves in their strange Mostali lairs or the Brithini and Vadeli out in the west...)

This assumes that the victim actually knows the answer - If he was struck doen from behind, or slaughtered in his bed then he may not have a clue. If he was ambushed by masked bandits or ran into a lunar patrol while out poaching after curfew he may have seen his assailants but not be able to identify them...

And that the victim is a reliable witness and not just going to pin the blame on someone to settle an old score/further an ongoing fued/take revenge for some real or imagined action of the scapegoat.
