I attributed it to a generalization of Prax-specific circumstances. Given that the Praxians stayed out of many of the bigger events since I Fought We Won, their ancestors might be more likely to be around. Of course, they wouldn't be that useful in dealing with foreign things.

The two best ways to defeat beastriders: Take them out of Prax. Take Prax out from under them.
