Hardly. He doesn't care that much. He doesn't HAVE too. He's a Dara Happan noble -- people do what he wants because that's the way things _should_ be. These barbarian rebels don't know the proper way to do things and its high time they did.
Why should he be nice and HELP them to do what they should. Far more effective to punish them for their incorrect behavior.
