IMO the Provincial church shouldn't have a secret, because it really isn't a proper deity and/or it doesn't have a cosmological secret of existance. It's a mask that helps worshippers approach lunar mysteries. I think that worshippers gravitate towards the "proper" lunar cults, after the area is pacified (retaining some of their affinities).
