Orlanth made the rules way back when.

But, as times have changed and new thing have arisen that were not forseen in Orlanth's rules, other heroes have redefined the ways of proper behavior for mortals.

Vingkot was the first, and after the great darkness, heroes like Heort and Wenel redefined the laws so that they helped rather than hindered the society they defined. Even later, Sartar did this too.
