As another one of the Lunar authorial triumvirate, let me just add a
couple of comments to Martin's.

I think the balance in Glorantha: Intro is a pretty good reflection
of the respective strengths of the cultures within the Empire. As
regards the cults in the original HW book, I feel that the idea was
to bring home the extent to which the empire is much more than just
the Lunars. First impressions are important (just think how long our
perceptions of Lunar mythology were dominated by the 7 Mums, just
because that was what was in CoP), and I do think it useful to show
different parallel cults (eg Buserian + IO, Lokarnos + Etyries) as
one way of emphasising that this was a multi-pantheonic empire - and
remember that only about 10% of Imperial citizens are Lunar
worshippers.
All that said, by turning the ILH from a book to a series, this does,
as Martin says, begin to give us scope to really explore these
multiple cultures and faiths. So ILH-1 will give you (as well as
histories, descriptions of imperial culture and government, keywords,
factions, herobands, etc) a whole slew of deities. Sure, we hope
you'll still want more, but we hope you'll be happy for what's there
(including a fleshed out Orogeria, BTW).
But then ILH-2 can focus on the Solars, etc. I still have a real soft
spot for the Darjiini, but at this rate that'll be ILH-7 or
something ;-)
