Basically, it depends on whether your tribe is a free tribe or a slave tribe.

The free tribes have true kings, and basically have internal autonomy, retaining traditional forms. There will be varying degrees of Lunar influence.

Slave tribes have imposed or puppet rulers and little or no autonomy. In many cases, the traditional councils will either be dissolved or filled with pro-Lunar appointees.

>Raiding

Very little change. You might attract extra trouble by raiding a lunar herd or the herd of a pro-lunar clan, but the army usually has better things to do than chase stormy adolescents through the hills for the sake of a few head of cattle. Pro-lunar clans will ocassionally be encouraged to raid rebel holdings.

Many Lunar officials have tapped into the local 'cattle market' and deal with raiders for their personal gain.

>Legal system

The Lunar and Orlanthi legal systems are largely incompatible, as we've discussed here previously at some length. As a rule of thumb, traditional systems and authorities will usually be maintained except in cities, or where Imperial citizens or property is involved. Slave tribes are ruled by the scimitar, often without recourse to codified law.

Of course, Orlanthi notions of vengeance will be upheld by tribesfolk whether 'lawful' or not.

>Religion

Orlanth is banned. Orlanthi and associate temples are closed. Whatever happens, happens out of sight. While the invaders cannot hope to catch every occurence of Orlanthi worship, it pushed to make a point there will be mass and possible arbitrary crucifixions of the offending clan. (The one aspect of Orlanthi law 'adapted' by the Pelorians: everyone is responsible).

>Travel

Highways are well patrolled and closely monitored. IMO anyone travelling between tribal lands must have some sort of written authority - of course, almost anything written by an Imperial official will do. Variations in tattoos, hair and clothing styles and regional dialects make strangers easy to spot.

>Trade

Heavily taxed for locals, mainly by road and city tolls. More and more, Issarians are travelling the hills and backroads by night, or bribing petty officials.

>Administration of cities

There must be thousands of petty Lunar officials who excel (so they think) in the orderly governance of cities. Even barbarioans will come to see the wisdom and logic of forms perfected over millenia in the cities of Darra Happa. However, in Sartar, unless the army is directly involved, it has usually resulted in utter chaos, with competing (cult-based?) beaurocracies working across each other, subject to military whim at any time.

Most of the above is IMO, and obviously subject to local variation/whatever your campaign needs.
