Hmm, I saw Veiviseren on NRK (Norwegian TV), so I sort of semi-qualify.

Actually a quite "generic" quest I once adapted to a Sartarite setting without breaking much sweat.

It does name them - IIRC they're called something like Bjarmen - and it is the name of a trader people who indeed scoured the Finnmark around the Viking Age. They came from what was to become northern Russia, IIRC. I've got a book on the regional history of the Tysfjord area which mentions them.

Perhaps because the actor playing the head bad guy has been cast as a Viking leader in practically all Viking movies from Iceland I've seen so far. (And all at least evocative, if not necessarily historically correct.)

They come close - during this time the Lapps kept only a few beasts as beasts of burden or decoys, and followed the wild herds of reindeer. However, the coastal settlements were less Uncoling, fisherfolk and hunters. Perhaps almost a Rathori analogon (there is a nice bear-hunt scene, too, whereafter the bear's spirit is treated as kin).
