The Cities have Mayors (who presumably "report to" the king as it were), but the Sheruff reports to the mayor for those settlements that are outside of the "city walls" but are beholden directly to the city rather than one of the tribes, perhaps?

I never said it was a well researched thought! Even if it's not a "Royal Road" it probably post dates the founding of Jonstown? (or was the city built on the site of an old tribal/clan settlement? I certainly got the impression that Boldhome was a "brand new" development (I'd say "green field", but it's hardly appropriate in that case!) - I'm not sure about the other cities) What I'm really suggesting is that Apple Lane is quite a "new" settlement, taking advantage of the travellers along the road (which is how it supports the Tin Inn and Gringle's Pawnshop) rather than an old clan settlement - and this is why it is not a "typical" village
