Yes. The Lunars' don't give a toss about bringing people to the true faith. The Lunars are there simply to exploit the people and the land. They do this by killing of all the gods that may give them trouble and then the Lunar spin doctors, the 7 Mothers cult, come sweeping in to pretty it up.
