It would make more sense to me if it re-charged during the more "full" half of the lunar cycle and discharged during the emptier half. After all, the glowline "evens out" the effects of the red moon's cycle. I think the imagery you used was nice, however (the glowing column and all that. It would be brilliant just after the full moon, and at its darkest just after the empty moon).
