I'm not sure it has been. I think the claim is that there is no common reason why *all* Orlanthi/Heortlings/Sartarites would want the Lunars out of Sartar. Clearly not all O/H/S do, or the Seven Mothers missionary cult would make zero converts, the Prince of Sartar, King of the Colymar and Duke of the Far Place wouldn't be Lunar stooges, the notorious Black Oaks would be good Orlanthi boys, etc.

If it suits your game to have the Lunar Empire solely be a force for Chaotic Evil, always and everywhere, and forever recognised as such by all barbarians, you're quite welcome to play it that way. You will, however, have to change the generally accepted Gloranthan background to do so. And you lose a number of potential plots, moral ambiguities, campaign possibilities, etc. by doing so.

A last note: we've been talking rather loosely about the "Seven Mothers Cult" in this and other threads. Don't forget that as well as the Heartland and Provincial missionaries, the cult aims to make native converts wherever it is found.
