Under the rules as they currently stand, of course, this is not necessarily true. If every Uroxi has at least one mastery in their "detect chaos" (either naturally, or due to augmentation) then they can never fumble... (Unless, I suppose they are facing someone with the chaotic feature of "misdirect detection" with more masteries than them)
