I've too often been a recipient of "non-violent" political brutalization to agree with your assessment.
I have also read several James Bond books by Ian Fleming ; books which, despite their several faults, are uncompromisingly realistic in their depiction of dictatorial brutality.
And, yes : I AM saying that to be fatuous.
To some extent anyway ; since 9/11, the JB novels can be read as if they had been intended as mainstream, serious fiction. And ain't that scary ?!

You are failing to realise the full strength of the word "tacit" in this context ; or its potential force, if you prefer.
