Sandy Petersen is an RW evil genius. There is a Cthulu site (the address for which I have lost) on which I did a count of name mentions. Sandy scored in the double digits, while Mao, Hitler, and Stalin all scored in the single digits. Therefore, I conclude that Sandy is more of an evil genius than any of them.

I am pretty certain that my logic is unassailable here.
