Yes, but with fairly harsh size limitations.

A large city-state could be governed in
a fairly similar manner, and perhaps even a country the size of Luxemburg, say, or Israel.

Large states have been ungovernable in this manner since the days of the French Revolution, probably because of technological change more than anything else. Large states require such large administrations, because of these changes, that such a system of government would be unable to effectively manage them, viz. various régimes generally characterised as tyrannical where the failure to govern effectively is self-evident.

The system only makes 100% sense for small-scale places like MC, Sark, Jersey, et cetera ...
