The Slacker class was originally a crappy NPC only class that never progressed beyond 0 level because well it was too busy sitting around to earn any xp.

You obviously are baseing all this level progression nonsense on the version that came out in the AD&D book "Unbalanced Arsecana" which came out in the '80s.
